DOJ ADA Title II Compliance: What UTC Needs to Know
On April 24, 2024, the U.S. Department of Justice (DOJ) released a final rule updating Title II of the ADA. This requires state and local governments—including public universities—to make all websites and mobile apps accessible under WCAG 2.1 Level AA standards.
Deadline:
- Entities serving 50,000+ people: April 24, 2026
- Smaller entities: April 26, 2027
Since public universities serve entire state populations, UTC must comply by April 2026.
Key Requirements (WCAG 2.1 AA)
- Alt Text for Images – ensures visuals are described for screen readers.
- Keyboard Navigation – full site navigation without a mouse.
- Screen Reader Compatibility – content structured for assistive technologies.
- Accessible Documents – PDFs, forms, and course materials must be usable by all.
Efforts Underway
- Audit Digital Content – websites, apps, course materials, PDFs, videos, and social media.
- Set Timeline & Milestones – finish by April 2026.
- Assign Roles – IT (technical fixes), MarCom (design standards), faculty/staff (content updates), leadership (oversight).
- Train & Communicate – build awareness, launch regular training, and establish a communication plan.
- Work with Vendors – require WCAG 2.1 compliance in contracts.
- Monitor & Improve – create reporting systems, track progress, and schedule ongoing reviews.
