It was specifically created for the University of Tennessee school system, along with the Real Property Administration (RPA) and the Tennessee Board of Regents (TBR), to act "as a minimum standard and guideline for designers to insure that the principles of good sustainable design and construction practices are being implemented on State of Tennessee projects."
