Mandatory Reporting
Know when and how to connect students and employees with support and help the institution respond to possible sexual misconduct or sex-based harassment.
Title IX is a federal civil-rights law that prohibits sex discrimination in education programs and activities receiving federal financial assistance. Our institution is committed to providing a learning and working environment free from sex discrimination, including sex-based harassment and sexual violence.
If there is an immediate threat to safety, call 911 or UTCPD at 423-425-4357. Mandatory reporting is not a substitute for emergency assistance or medical care.
Who must report?
At UTC, all employees are designated as mandatory reporters must promptly share information they receive about possible Title IX sex discrimination or sex-based harassment with the Title IX Coordinator. This typically includes faculty, staff, supervisors, administrators, student employees with supervisory responsibilities, temporary/seasonal employees, and others identified in institutional policy.

Examples of reportable concerns
Possible sex discrimination; sexual harassment; sexual assault; dating or domestic violence; stalking; sexual exploitation; pregnancy or related-condition discrimination; and retaliation connected to a Title IX concern.
When to report
Report promptly (within 48 hours) after receiving information. Do not wait to investigate, determine whether the conduct violates policy, or obtain proof.
What if the conduct occurred off campus?
Report it. The Title IX Office will assess whether the institution has authority to respond and can still offer supportive measures and referral information.
What information should be shared?
Communicate all details known about the alleged incident. At a minimum, the report should include, when known:
- The name and contact information of the person who may have experienced harm (Complainant);
- The name of the person alleged to have engaged in the conduct (Respondent);
- The date, time, location, and a brief description of what was disclosed or observed;
- The names of possible witnesses; and
- Any immediate safety concerns.
Do not promise confidentiality. Explain that you will respect privacy and share the information only with those who need it to respond, but that you are required to notify the Title IX Coordinator.
If the incident involves suspected child abuse or child sexual abuse, report the incident to the Tennessee Department of Children’s Services by calling the Central Intake Child Abuse Hotline at 1-877-542-2873 or 1-877-237-0004.
How to respond when someone discloses an incident
- Listen without judgment. Thank the person for sharing and avoid pressing for details.
- Address urgent safety needs. Call UTCPD or 911 if there is an immediate danger; offer information about medical care and campus safety resources.
- Explain your reporting obligation. State this early and clearly: “I want to support you. I need to share this with the Title IX Coordinator so they can offer resources and explain options.”
- Make the report promptly. Use the reporting form or contact the Title IX Coordinator directly. Share facts, not conclusions or opinions.
- Respect privacy and avoid investigating. Do not conduct your own inquiry, contact the other party, mediate, or share the disclosure beyond those with a legitimate need to know. Do not share personally identifiable information about the incident with law enforcement (including UTCPD) without the Complainant’s consent.
What happens after a report?
The Title IX Coordinator will reach out to the person who may have experienced harm to offer supportive measures, explain available resources, and discuss options for reporting or requesting an institutional response. Supportive measures may include academic, housing, workplace, counseling, safety, or no-contact directives, as appropriate and available.
Making a report does not automatically require a person to participate in a formal grievance process. The Title IX Office will explain the applicable process, privacy considerations, and the institution’s ability to respond under its policies.
Confidential resources
Some campus professionals may be able to provide confidential support, subject to applicable law and professional obligations. At UTC, confidential resources include the Counseling Center, University Health Services, Office of the Ombudsperson, and Emotional Wellbeing Solutions. Contact Title IX for help identifying confidential and community-based resources.
Prohibition on retaliation
UTC prohibits retaliation against any person for reporting a concern, participating in a Title IX process, seeking support, or exercising rights under Title IX. Report suspected retaliation promptly to the Title IX Coordinator.

Campus Security Authorities
Employees who have been designated as Campus Security Authorities for purposes of compliance with the Jeanne Clery Campus Safety Act (“Clery Act”) should evaluate whether they have an independent obligation to report misconduct to Campus Compliance Services.
