Update on 8/21/25 Incident (8/22/2025)
UTC Community:
As we continue to review the incident reported yesterday afternoon—Thursday, August 21, 2025—we would like to share as much additional information as possible regarding the circumstances. Please find below a rough timeline of the incident and response:
- On 8/21/2025 at approximately 12:29 PM, the Hamilton County 911 Emergency Communications District (HC911) received an emergency telephone call indicating that there was an active shooter at the University of Tennessee at Chattanooga (UTC) campus. The caller stated that the incident was occurring at 615 McCallie Avenue. The caller indicated that they were in the UTC Library and saw the suspect – who was a white male, carrying an AR-15. The caller indicated “four shot”. The HC911 Telecommunicator noted hearing two gunshots fired during the call.
- At approximately 12:31 PM, HC911 notified the UTC Police Department (UTCPD) Emergency Communications Center (UTCPD Communications), via telephone and Computer Aided Dispatch (CAD) system, that there was an active shooter on the UTC campus. UTCPD Communications immediately dispatched all UTCPD Officers to respond to the library for an active shooter.
- HC911 simultaneously dispatched all available Chattanooga Police Department (CPD) officers, Hamilton County Sheriff’s Office (HCSO) deputies, Chattanooga Fire Department (CFD) personnel, and Hamilton County Emergency Medical Service (HCEMS) personnel. HC911 also requested the Tennessee Highway Patrol (THP), Department of Safety & Homeland Security Special Agents, Tennessee Park Rangers, Federal Bureau of Investigation (FBI), Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), and others to respond, if able. All agencies responded within minutes.
- At approximately 12:32 PM, UTCPD Officers arrive on-scene and immediately proceeded into the Library.
- At approximately 12:34 PM, the HC911 Telecommunicator reported hearing a gunshot fired while on the phone with the caller.
- At approximately 12:35 PM, HC911 received information that there may be a concern at Fletcher Hall. Arriving law enforcement officers went to this location.
- At 12:36 PM, UTCPD Communications received information that the shooter may be in the University Center. Arriving law enforcement officers went to this location.
- At approximately 12:36 PM, the HC911 Telecommunicator reported hearing two additional gunshots fired. Approximately 6 seconds later the caller disconnected.
- A UTC-ALERT message was sent, advising members of the UTC community to “Run. Hide. Fight.”, consistent with the University’s response to armed intruder incidents and national best practices. Subsequent messages were sent approximately every 25 minutes. [Note that receipt times of UTC-ALERT text messages vary based on phone carrier and reception].
- A command post was set up at Mocs Alumni Drive and Terrell Owens Way, staffed by UTCPD, CPD, CFD, and HCEMS leadership.
- Officers continued clearing the UTC Library, University Center, and Fletcher Hall, finding that there was no evidence of a shooting or other threat to the UTC community.
- At 1:51 PM, a UTC-ALERT message was sent indicating that the incident was over and “All Clear”. Students and employees were advised that all University classes and activities were cancelled for the remainder of the day.
This incident was a criminal act, intended to be disruptive and cause chaos.
The incident remains actively under investigation by the UTCPD, CPD, HCSO, Tennessee Department of Safety & Homeland Security, and the Federal Bureau of Investigation (FBI). If you have any information about this incident, please call the UTC Police Department at (423) 425-HELP/4357.
While this incident did not pose a true emergency, it is essential that students, employees, affiliates, and guests treat such situations as genuine threats to life until public safety officials confirm otherwise.
We hope that this additional information is helpful in understanding what transpired yesterday. Please know that we are continuing to review the incident and response, and will continue to make our community safer in any way that we are able.

- Update on Possible Armed Intruder Incident (8/21/2025)
UTC Community:
Today, August 21, 2025, at approximately 12:29 PM, the Hamilton County 911 Emergency Communications District (HC911) received an emergency telephone call indicating that there was an active shooter at the University of Tennessee at Chattanooga (UTC) campus. HC911 immediately notified the UTC Police Department (UTCPD) Emergency Communications Center. The UTC Police Department, Chattanooga Police Department (CPD), Hamilton County Sheriff's Office (HCSO), Chattanooga Fire Department (CFD), and Hamilton County Emergency Medical Service (HCEMS) immediately responded. Additional local, state, and federal agencies responded immediately thereafter to assist, including the Tennessee Highway Patrol (THP), Department of Safety & Homeland Security Special Agents, Tennessee Park Rangers, Federal Bureau of Investigation (FBI), and Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF). The UTC Library, University Center, and Fletcher Hall were quickly and methodically cleared by law enforcement to ensure there was no danger to the community. Members of the UTC community were advised to "Run. Hide. Fight." consistent with the University's response to armed intruder incidents. Individuals who evacuated did so without incident. Once law enforcement ensured that there was no longer a threat to the UTC community, all students and employees were advised that all University classes and activities were cancelled, and that they may leave campus for the remainder of the day. There was no evidence of any shooting or other threat to the community, and no injuries were reported. The University extends its gratitude to our first responder partner agencies for their prompt response and unwavering support of our community.
All classes and activities will resume on Friday, August 22, 2025, at 8:00 AM. Employees should report at their scheduled start time.

Lost & Found
Students, employees, and other guests who left their personal belongings in any buildings may retrieve those items from the respective buildings. Unclaimed items should be brought to the UTC Police Department (located in the Administrative Services Building) and may be retrieved from that same location.
Campus Resources
- The Counseling Center will offer individual counseling sessions for students impacted during their regular hours of operation. To make an appointment, students should call (423) 425-4438 or visit University Center, Room 128, between 8:30 AM and 4:30 PM.
- Faculty, staff, and students can share names of individuals they are concerned about (students or employees) by submitting a Community Member of Concern Form (www.utc.edu/coc), emailing [email protected] (for students) and [email protected] (for employees).
- Students and employees experiencing crisis after hours should be referred to the UTC CARE line at (423) 425-CARE (2273), to be connected to after-hours services including crisis counseling.
- Employees impacted may utilize support available through the Here4TN Emotional Wellbeing Solutions (EWS). Employees and their eligible dependents, regardless of whether they participate in the Group Insurance Program, who may be experiencing personal or workplace problems, may access the Emotional Wellbeing Solutions (EWS). EWS services are provided at no cost and all services are strictly confidential and can be accessed 24 hours a day, seven days a week, at 1-855-HERE4TN (1-855-437-3486). The EWS can help with issues such as family and relationships; child and elder care; anxiety and depression; workplace conflicts; dealing with addiction; grief and loss; legal and financial issues; work/life balance. Individuals receive up to five (5) free counseling sessions per episode at no cost to the participant; however, sessions must be pre-authorized by calling 1-855-HERE4TN (1-855-437-3486).
- The University is working with partners to secure additional support services for our community.

- UTC-ALERT: Timely Warning - Sexual Assault [8/17/2025]
This is a Timely Warning regarding a crime that was reported to have occurred on University-owned, controlled, or adjacent property.
On Sunday, August 17, 2025, at approximately 8:30 AM, the UTC Police Department received a report of a possible Sexual Assault (Sexual Battery). The victim, a UTC student, reported that she was in attendance at an off-campus party that occurred at the Sigma Chi fraternity, Delta Theta chapter house (905 Siskin Drive, Chattanooga, TN, 3703) during the prior night. The victim reported that because of her level of intoxication, an acquaintance - the suspect - offered to drive her back to her on-campus residence hall. The suspect is alleged to have sexually assaulted the victim after returning to campus.
The suspect has been identified, and the matter is actively under investigation by the UTC Police Department.

- Public Safety Advisory: Drink Spiking and Assault [8/16/2025]
UTC Community:
On Saturday, August 16, 2025, at approximately 1:59 AM, the UTC Police Department received a report of a possible Aggravated Assault by Poisoning (commonly referred to as “drink spiking”). The victim, a UTC student, last recalled being at a party that occurred at an off-campus location. The victim sought medical attention at a local emergency room.
Overnight, the Chattanooga Police Department (CPD) reported similar incidents at one or more off-campus locations. The victim in one of the reported incidents, an unaffiliated person, last recalled being at Shady’s Bar (1402 Cemetery Ave, Chattanooga, TN 37408). The victim reported having been drugged and assaulted. A suspect was quickly identified and taken into custody by CPD.

What is Drink Spiking?
Drink spiking is when an individual, non-consensually and discretely, adds alcohol or drugs (legal or illegal) to your drink without your knowledge. This is often done with the intent of assaulting or otherwise harming the victim. It is against the law and University policy.
If your drink is spiked, please remember that this is not your fault. You are the only one who should get to make choices related to your body.

- If you lose track of a drink, dump it out and get a fresh one.
- Do not accept a drink from anyone you don’t know and trust.

The threat of Flash Flooding may continue throughout this week.

- UTC Hosts Emergency Response Training from 5/6/25 - 5/9/25
UTC Community:
The University of Tennessee at Chattanooga (UTC) Department of Public Safety (DPS) and UTC Police Department (UTCPD) will host the National Registry of Emergency Medical Technicians (NREMT) Tactical Emergency Casualty Care (TECC) training on May 6-7, 2025 and May 8-9, 2025 at the Metropolitan Building. Sponsored by the Tennessee Higher Education Commission (THEC), this course teaches police, fire, and EMS professionals how to respond to and care for patients during an emergency. On May 7, 2025 and May 9, 2025, scenarios involving simulated armed intruder situations will occur. Individuals in or near the Metropolitan Building may hear noises related to the exercise.
No action is required by members of the UTC or Chattanooga community. This message is to advise the community that this exercise will be taking place.

- UTC-ALERT: Timely Warning – Assault and Aggravated Criminal Trespassing [4/17/2025]
This is a Timely Warning regarding crimes that were reported to have occurred on University-owned, controlled, or adjacent property.
The UTC Police Department (UTCPD) has received several reports regarding alleged criminal conduct by a former member of the UTC community:
- On Monday, April 14, 2025, a student reported that an individual was found in the laundry room of Lockmiller Apartments (720 Oak Street, Chattanooga, TN 37403) without permission. The student reported that the individual, later identified as the accused, inappropriately touched her during that time.
- On Tuesday, April 15, 2025, UTC staff reported that the accused had entered the University Center (651 Vine Street, Chattanooga, TN 37403) and visited one or more offices during business hours the prior week (April 8, 2025 or April 9, 2025). The accused was previously trespassed from University-owned and controlled property in April 2024.
- On Thursday, April 17, 2025, a student reported that on the evening of Wednesday, April 16, 2025, while working in the UTC Library (600 Douglas Street, Chattanooga, TN 37403), they observed an individual, later identified as the accused, taking potentially inappropriate photos of females.
The accused has been identified as Mr. Gabriel Montesinos Corzo, 28, of Chattanooga, TN. UTCPD took Mr. Montesinos Corzo into custody today, April 17, 2025, without incident. He has been charged with Assault (T.C.A. § 39-13-101) and Aggravated Criminal Trespassing (T.C.A. § 39-14-406) in connection with the incidents reported to UTCPD. Mr. Montesinos Corzo was also arrested on a warrant for Assault (T.C.A. § 39-13-101) related to an incident reported to the Chattanooga Police Department (CPD).

- UTC-ALERT: Timely Warning - Motor Vehicle Theft, Burglary, & Attempted Theft [4/1/2025]
This is a Timely Warning regarding a crime that was reported to have occurred on University-owned, controlled, or adjacent property.
The UTC Police Department has received numerous reports regarding Motor Vehicle-related crimes including Theft, Burglary, and Attempted Theft:
- On Saturday, March 29, 2025, a student reported that their vehicle was stolen from UTC Parking Lot #51 (747 McCallie Avenue, Chattanooga, TN 37403). The victim reported last seeing their vehicle on Wednesday, March 26, 2025 at approximately 5:00 PM. The vehicle is described as a red Kia Sorento with a Tennessee license plate.
- On Saturday, March 29, 2025, a student reported that the rear passenger window of their vehicle had been shattered while parked in UTC Parking Lot #59 (744 McCallie Avenue, Chattanooga, TN 37403). Upon checking the vehicle, the student found that their personal property had been stolen.The victim reported last checking on their vehicle on Friday, March 28, 2025 at approximately 1:00 PM.

When the officer inspected the vehicle, they found that the ignition had been removed in an attempt to steal the vehicle. The victim last reported checking on their vehicle on Friday, March 28, 2025 at approximately 11:00 AM.

The National Weather Service (NWS) has issued a Hazardous Weather Outlook for the Chattanooga/Hamilton County area. Isolated storms are possible this evening (3/30/2025), with a line of strong to severe storms moving into the area late tonight through Monday morning (3/31/2025). The greatest threat will be on Monday morning between 4:00 AM to 6:00 AM with the potential for damaging winds and large hail.

UTC Community:
An area of light to moderately dense smoke has been observed around the Chattanooga area. This smoke is the result of current and previous wildfires in Tennessee and Georgia.
The U.S. Environmental Protection Agency, using data collected from the Chattanooga-Hamilton County Air Pollution Control Bureau and the Georgia Department of Natural Resources, currently report the air quality in Chattanooga as "moderate." While a moderate air quality level is considered acceptable, it may pose a risk to individuals with health-related concerns.
Consider the following safety tips:
- When outdoors, take it easy during smoky times to reduce the amount of smoke you inhale, and avoid strenuous activities such as running.
- If you have health-related concerns:

- Public Safety Advisory: Limited Access to Pedestrian Walkway between UTC Library and Mac Gym [3/27/2025]
UTC Community:
The Department of Facilities Planning and Management (FPM) has advised that the pedestrian walkway between the UTC Library and Maclellan Gymnasium (nearest the intersection of Vine Street and Douglas Street) will be temporarily limited. This is due to planned roofing repairs to Maclellan Gymnasium and unscheduled emergency repairs to the campus hot water system at this location. The areas have been partitioned with fencing, barricades, and caution tape. FPM hopes to reopen a portion of this area on or after April 7, 2025.

This is a Timely Warning regarding a crime that was reported to have occurred on University-owned, controlled, or adjacent property.
On Friday, February 28, 2025, at approximately 3:30 PM, the UTC Police Department received a delayed report of a Simple Assault and Aggravated Burglary. The victim, a UTC student, reported that on February 28, 2025, at approximately 2:00 AM, she was in her apartment at West Campus Housing when an unknown suspect entered the open apartment door. The victim stated that the suspect, described as a white male wearing a camouflage hat, then sprayed her with Oleoresin Capsicum (OC) Spray (commonly known as "Pepper Spray" ) and quickly left the apartment.
