Upward Bound History

The Upward Bound (UB) program was launched nationwide in 1965 after the enactment of the Higher Education Act of 1965, arriving at the University of Tennessee at Chattanooga in 1968. It started as a way to help local underprivileged youth acquire the resources to graduate from high school and to get accepted to college. Upward Bound has served Howard (HSAT) and Brainerd high school since its inception. UB has also served Chattanooga High School Center for Creative Arts, Kirkman Technical High School and Tyner High School. The summer of 2003, East Ridge High School was added to the program. Presently the program serves students who attend Brainerd High, East Ridge High, Red Bank High and Howard School of Academics and Technology (HSAT).
