The American Council on Education (ACE) Policy on Sexual Harassment on College Campuses has stated that each "institution has the obligation for moral as well as legal reasons, to develop policies, procedures, and programs that protect students and employees from sexual harassment and to establish an environment in which such unacceptable behavior will not be tolerated". ACE endorses the following five elements as potentially beneficial when creating effective sexual harassment policies and procedures:
- A definition of sexual harassment
- A strong policy statement indicating intolerance of sexual harassment
- Effective communication with those involved or with those subject to the provisions
- Education for everyone
- An accessible grievance procedure
