Course Description
The course will examine the role of law
and policy in regulation and management of natural resources and the
environment. Topics include an overview of the role of the legislative,
executive, and judicial branches of government in development, implementation,
and enforcement of environmental law and policy; an overview of the principal
federal environmental laws; the responsibilities and scope of authority of
government agencies; the role and authority of local governments; the role of
citizens in development and enforcement of environmental law; and constitutional
constraints on local, state, and federal authority. The course will also
examine the process of policy development, with particular focus on how science
interfaces with political, legal, social, economic, and institutional factors.
Course Requirements
All students are expected to attend and
participate in class. Please note that 14% of your grade is based on
quizzes over the assigned reading material. Also, 10% of your grade is
based on oral participation in the class, thus you should be prepared to
discuss assigned readings and other matters in class, and you must participate
in the policy exercise. There will be three examinations. Questions may be
multiple choice, fill in the blank, short answer, and
essay.

Cell Phones & Other Electronic
Equipment
Turn off your cell phone or other
electronic equipment before you enter class. Sending or receiving text
messages or calls is distracting and will not be tolerated. You may use a
laptop computer to take notes during class.
Honor Code
The Honor Code is based upon the
assumption that the student recognizes the fundamental importance of honesty in
all dealings within the University community and that education is a
cooperative enterprise between student and teacher and between student and
student. Any act of dishonesty violates and weakens this relationship and
lessens the value of the education which the student
is pursuing.
Honor Code
Pledge: I pledge that I will neither give nor receive unauthorized aid on any
test or assignment. I understand that plagiarism constitutes a serious
instance of unauthorized aid. I further pledge that I will exert every effort
to insure that the Honor Code is upheld by others and
that I will actively support the establishment and continuance of a campus-wide
climate of honor and integrity.
Honor Code Violations: Violation of the
honor Code will result in an automatic zero on the assignment or exam, an F in
the class, and referral to UTC Honor Court.
Attention: If you are a
student with a disability (e.g. physical, learning, psychiatric, vision,
hearing, etc.) and think that you might need special assistance or a special
accommodation in this class or any other class, call the Office for Students
with Disabilities at 425-4006 or come by the office, 102 Frist Hall.
University Communications
To enhance student services, the
University will use your UTC email address (firstname-lastname@utc.edu) for
communications. Please check your UTC email on a regular basis. If
