Safety & Health Inspections


POLICY:

The University of Tennessee at Chattanooga shall maintain a comprehensive Safety and Health Inspection Program designed to identify and correct hazards to life and property within all facilities under University control. The program shall be directed by the UT Chattanooga Safety Officer and coordinated with University System Safety Administration in compliance with UT Policies on Safety and Health.

RESPONSIBILITIES:

The UTC Department of Safety and Risk Management is responsible for:
  1. The development, documentation, implementation and on-going management of the University Safety Inspection Program. Inspection Program will include identification of hazards to life and property, as well as auditing for departmental compliance with state and federally mandated employee safety program such as OSHA's bloodborne pathogen standard, hazards communication standard, laboratory safety (Chemical Hygiene Program), and control of hazardous energy (lockout/tagout).
  2. Identifying, documenting, reporting, and follow-up of sighted safety deficiencies.
  3. Making specific recommendations to the appropriate management personnel for the abatement of sighted deficiencies.
UTC Deans, Directors, and Department Heads are responsible for:
  1. Adoption and support of the Safety Inspection Program within their area of responsibility.
  2. Identifying, documenting, reporting, and follow-up of sighted safety deficiencies.
  3. Making specific recommendations to their supervisor and/or the Department of Safety & Risk Management for the correction of sighted deficiencies within their area of response.

PROCEDURE:

The UTC Department of Safety and Risk Management is responsible for:
  1. Inspect on an annual basis all facilities utilized by the University.
  2. Report and make recommendations for correction of the sighted deficiencies to either Facilities Management or the appropriate department.
    1. Facilities Management, on making corrections will notify Department of Safety and Risk Management via work order sign-off.
    2. Departments other than Facilities Management are notified via "Notice of Inspection". Inspection notice includes instructions of abatement requirements.
  3. Follow-up on cited deficiencies to ensure that appropriate corrective actions are taken on a timely basis.
  4. Document inspections, deficiencies, and corrections made on a University-Wide basis.
UTC Deans, Directors, and Department Heads are responsible for:
  1. Address and abate any violation or deficiencies in a timely manner and report the corrective action taken to the Department of Safety and Risk Management.
  2. On items that cannot be abated immediately, a plan for corrective action should be developed along with an estimated date of completion.
