3.2.2.1: Institution's mission
The University of Tennessee at Chattanooga (UTC) is governed by the University of Tennessee (UT) Board of Trustees (BOT). The UT BOT has both the legal authority and the operating control to approve mission statements for any member of the University of Tennessee System. The UT BOT Bylaws, Article III, Section 7 states: “The Academic Affairs and Student Success Committee shall approve and recommend to the Board the following: mission statements for The University of Tennessee System for each campus and institute of the University.” The current UTC Mission Statement was approved at the institutional level in Fall 2007 and submitted to the Academic Affairs and Student Success Committee as part of the Strategic Plan in Spring 2009. It was approved by the committee on June 16, 2009 and by the entire Board of Trustees on June 17, 2009.

3.2.2.2: Fiscal stability of the institution
The University of Tennessee at Chattanooga (UTC) is governed by the University of Tennessee (UT) Board of Trustees (BOT). The UT BOT controls all financial affairs for the UT System. The University of Tennessee Bylaws provide the official guidance and governance for the Board of Trustees. In the Bylaws, when “University of Tennessee” is used, it is referring to the University of Tennessee System.
UT BOT Bylaws, Article I, Section 1 states: “The Board of Trustees, which is the governing body of The University of Tennessee, shall have full and complete control over its organization and administration, also over its constituent parts and its financial affairs.” UT BOT Bylaws, Article III, Section 6 (a) clarifies further: “The Finance and Administration Committee shall formulate policies and recommend their adoption by the Board of Trustees in all matters relating to finance, business, and administration, including the investment of University funds.” At its June 17, 2009 meeting, the Finance and Administration Committee approved two items specific to UTC: allocation of unrestricted UC Foundation funds and differential tuition for out-of-state students at UTC from contiguous counties.
In addition, the Board of Trustees approves all budgets and operating budgets for upcoming years, as stated in the UT BOT Bylaws, Article I, Section 2 “(e)(1): Approve guidelines governing the administration’s submission of a proposed annual operating budget and appropriations request to state agencies and officials; (e)(2): Approve the University’s proposed capital outlay budgets and requests for capital outlay appropriations prior to their submission to other state agencies and officials; (e)(3) Approve the final operating and capital outlay budgets for the next fiscal year after the General Assembly has enacted annual appropriations for the University.”
The UT Board of Trustees Finance and Administration Committee approves fiscal proposals and brings them before the entire BOT in a subsequent meeting. The committee approved the operating, capital outlay and maintenance, and revenue/institutionally funded projects budgets for 2010-2011 on October 9, 2009. The BOT approved the budget later that same day.Documentation:

3.2.2.3: Institutional policy, including policies concerning related and affiliated corporate entities and all auxiliary services
The University of Tennessee at Chattanooga (UTC) is governed by the University of Tennessee (UT) Board of Trustees (BOT). The UT BOT Bylaws, Article I, Section 2 states: “The Board shall: (a) Establish policies controlling the scope of the educational opportunities to be offered by the University and also policies determining its operation in general; however, the planning and development of curricula shall be the function of the faculties; (b) Have full authority to determine and to control the activities and policies of all organizations and activities that bear, or that may be carried under, the name of the University.” This control is executed through the Finance and Administration Committee, and delegated to the officers of the university. For example, at its June 17, 2009 meeting, the Finance and Administration Committee approved an extension of the differential tuition rate program for undergraduate students from out-of-state contiguous counties (page 9).
In addition, Tennessee Code Annotated 49-9-209 describes the powers of the trustees of the university of Tennessee, stating, "The trustees at their stated sessions shall also have full power and authority to make bylaws, rules and regulations for the government of the university and the promotion of education in the university that in their opinion may be expedient or necessary.”
UTC has executed contracts with Aramark and Barnes and Noble for food services and the university bookstore, respectively. UT Fiscal Policy FI0145 (Contracts) defines the competitive bid process by which such services are procured. The Director of Auxiliary Services has oversight authority for the bookstore, food services, and parking, using an advisory committee. University Housing is managed by the Assistant Vice Chancellor for Student Development for Housing. Auxiliary services provided by the University, such as housing and parking, are included in the budget approval process.Documentation:

3.2.2.4: Related foundations (athletics, research, etc.) and other corporate entities whose primary purpose is to support the institution and/or its programs
The University of Tennessee at Chattanooga (UTC) is governed by the University of Tennessee (UT) Board of Trustees (BOT). The UT BOT governs intercollegiate athletics by establishing an athletics board for each campus of the university offering intercollegiate athletics programs (see section 12). The Athletics Boards are advisory and serve as a liaison between University athletics and the Board of Trustees. Members are appointed from among the members of the Board of Trustees.
The Research, Outreach, and Economic Development Committee of the UT Board of Trustees monitors and promotes the effectiveness of programs involving research, outreach, and economic development (see section 10). The UT Research Foundation protects and manages UT inventions and intellectual property, facilitates development and growth of UT research activities, develops and supports an entrepreneurial culture, and contributes to the economic development of the state and region. The UT Vice President for Research offers support for research activities at all campuses of the UT system, including Chattanooga.
