3.2.11 Control of intercollegiate athletics

The institution’s chief executive officer has ultimate responsibility for, and exercises appropriate administrative and fiscal control over, the institution’s intercollegiate athletics program.

Narrative:

The University of Tennessee at Chattanooga (UTC) has an Athletics Director who has operational control of the intercollegiate athletics program at UTC. The AD reports directly to the Chancellor and is a member of the Chancellor’s Executive Team. The Chancellor and Athletics Director are scheduled to meet one-on-one weekly. A formal performance review is conducted annually by the Chancellor based upon a self-evaluation, and a mid-year report is also provided to the Chancellor.  The Chancellor meets with the staff of the athletics department each fall to reinforce the unit’s role in fulfilling the academic mission of the institution and express his expectations regarding NCAA rules compliance and sportsmanship.

In August of 2007, the Athletics Department developed a new strategic plan. The Chancellor approved the plan, confirming that it complements the University Strategic Plan and assists the Athletic staff in meeting the institution’s mission and goals. The Chancellor meets annually with the AD to develop specific goals and assessment measures and approves all key initiatives. The Chancellor is also involved in major personnel decisions, such as head coaching positions.

The Chancellor has fiscal control over the athletics program. Each year during the budgeting process, the Chancellor determines the level of funding for the Athletics department as part of the operational budget of the institution for the following fiscal year.

The Chancellor relies on the Faculty Athletics Committee and the Athletics Board (external members with one faculty representative) to assist with the oversight of intercollegiate athletics. The Athletics Board is appointed by the Chancellor.
